ENTSO-E Strategy

Delivering a Secure,
Affordable, Competitive
and Decarbonised Electricity System

Europe's power system is undergoing a profound transformation driven by decarbonisation, electrification, and the need to strengthen energy security and economic competitiveness. Growing electricity demand, increasing system complexity, and new challenges ranging from extreme weather events to cyber and physical security risks require coordinated action across Europe.

ENTSO-E's new Strategy sets out the priorities and actions needed to support this transformation. It is in line with ENTSO-E's mission adopted in 2025, which sets out the association's long-term purpose and direction. This framework is how, through ENTSO-E, Transmission System Operators contribute collectively to pan-European and national policy objectives.

Three Key Objectives

A Strategy That Addresses Europe's Most Pressing Energy Challenges

Security

Maintaining security across three dimensions, physical security, cybersecurity and security of supply, remains the core responsibility of Transmission System Operators.

Competitiveness & Affordability

A well-functioning and efficient interconnected power system, supported by integrated electricity markets, is essential to strengthen Europe's competitiveness, support industrial growth and deliver affordable electricity to consumers.

Decarbonisation

Transmission System Operators play a key enabling role in decarbonising the European power system and supporting electrification across the economy.

Five Priority Work Areas

How ENTSO-E Will Deliver the Future Power System

To deliver its strategic objectives, ENTSO-E focuses its efforts on five priority work areas where coordinated European action translates into maximum value. Together, these areas are at the core of ENTSO-E's strategic focus for the coming years.

Initiatives to Ensure System Security

By working together, European Transmission System Operators strengthen resilience and help safeguard the reliable operation of the power system.

  • Cybersecurity frameworks
  • Defence and restoration planning
  • Secure communication networks
  • Cooperation with security authorities
Grid Development and Grid Connections

Supporting Transmission System Operators in addressing key challenges related to planning, supply chain, financing, and permitting.

  • Long-term network planning
  • Cross-border infrastructure development
  • Offshore grid development
  • Efficient connection frameworks
Adequacy & Flexibility

Supporting greater system flexibility so as to maintain security of supply across all time horizons.

  • European Resource Adequacy Assessment
  • Seasonal Outlooks
  • Flexibility Needs Assessment
  • Demand Response frameworks
Operation of the Future Power System

Supporting Transmission System Operators in the reliable and efficient operation of an increasingly complex and evolving power system.

  • Risk preparedness
  • Crisis management
  • Coordinated operational analysis
  • System operation frameworks
Market Integration & Market Transparency

Advancing electricity market integration at EU and regional level to boost competitiveness, make affordable energy, and ensure security of supply.

  • Market coupling and integration
  • Electricity balancing cooperation
  • Capacity allocation frameworks
  • Enhanced transparency through the Transparency Platform

Key Achievements

ENTSO-E Milestones Since 2009

This track record would not have been achieved were it not for the essential cooperation between Member States, national regulators and Transmission System Operators. We are committed to building the European grid of the future through continued coordination and innovation.

  • To support coordinated action that strengthens the resilience of the European power system
  • To maximise efficiency and support the Internal Energy Market through cross-border coordination, market frameworks and system-wide planning
  • To facilitate the secure and efficient integration of increasing shares of carbon-neutral energy and new technologies
