ENTSO-E Annual Report 2022

We gathered in this publication the most complete information about the activities and products developed by the Member TSOs from January to December 2022.

These relate to the implementation of the legal mandates and of the Pan-European All TSOs tasks (facilitated by ENTSO-E) in seven key areas: System Operation; Market; System Development; Transparency Regulation; Research, Development and Innovation; Cybersecurity, Interoperability and Data; and the TSO-DSO partnership and demand side flexibility.

While delivering legally mandated tasks, this year’s report again shows the TSOs’ commitment as key enablers of the carbon-neutral economy on a pan-European level. This ambition concerns all aspects of ENTSO-E’s work as the increase of variable renewable generation and the electrification of several sectors, among others, impact all the activities of Transmission System Operators (TSOs). Concretely, this ambition culminated in the publication of the “ENTSO-E Vision: A Power System for a Carbon Neutral Europe”.

Several other achievements can be highlighted: the enhancement of our cooperation with the distribution system operators that led to the signature of the Memorandum of Understanding (MoU) between ENTSO-E and the EU DSO Entity as well as the Declaration of Intent to jointly develop the Digital Twin of the EU electricity grid; the synchronisation of Continental Europe with the power systems of Ukraine and Moldova; the Observership Agreements signed with Ukrenergo and TEİAŞ; the go-live of the PICASSO and MARI balancing platforms; and the additional efforts to assess adequacy risks in 2022.

Moreover, in the context of the electricity prices crisis, ENTSO-E and TSOs also supported European and national policy makers in identifying and implementing emergency measures in electricity markets (in particular Council Regulation (EU) 2022/1854 on an emergency intervention to address high energy prices) to ensure security of supply and to partially alleviate the burden of high prices on consumers.

The successful implementation of these activities shows the commitment of TSOs towards a climate-neutral economy in line with the European Commission Green Deal’s initiative, and relies on the input provided by stakeholders, experts and interested citizens. This Annual Report has been submitted for public consultation from 29 Jun to 21 July 2023.

Annual Reports 2014-2021

ENTSO-E Annual Report 2021

The Annual Report 2021 provides stakeholders with a description of ENTSO-E’s activities carried out from January to December 2021. These relate to the implementation of the legal mandates and of the Pan-European All TSOs tasks (facilitated by ENTSO-E) in seven key areas: System Operation; Market; System Development; Transparency Regulation; Research, Development and Innovation; Cybersecurity, Interoperability and Data; and the TSO-DSO partnership and demand side flexibility.

While ENTSO-E and TSOs are still implementing the Third Package, 2021 also saw the implementation of several legal mandates stemming from the Clean Energy Package (CEP). In addition, while delivering legally mandated tasks, ENTSO-E also aims to support policy objectives, in particular the Green Deal, on a pan-European level. This ambition concerns all aspects of ENTSO-E’s work as the increase of variable renewable generation and the electrification of several sectors, among other factors, impact all the activities of the Transmission System Operators (TSOs).

ENTSO-E Annual Report 2020

The Annual Report 2020 provides stakeholders with a detailed overview of European TSOs commitment in being key enablers of the climate neutrality objective by 2050 in line with the European Commission Green Deal’s initiative.

In 2020, ENTSO-E and TSOs continued to fulfil their mandated tasks under the Third Package, while starting with the implementation of several legal mandates stemming from the Clean Energy Package (CEP). In all these activities, ENTSO-E and TSOs engaged extensively with stakeholders.

The Annual Report 2019 describes activities related to the implementation of the legal mandates given to ENTSO-E, as set in our Annual Work Programme 2019. The ENTSO-E Annual Report 2018 looks back at the achievement of the objectives set in our annual work programme for 2018 and at the main challenges we met in its completion. The Report focuses on six main areas of activity (the implementation of the network codes; the planning of the future grid, including adequacy and innovation; the IT architecture; the TSO-DSO partnership; coordination and facilitation of regional development; and work on improving transparency and closer cooperation with stakeholders) and highlights the work done by ENTSO-E and its member TSOs towards a more reliable, sustainable and connected power system.

Putting the codes into practice is now the priority of ENTSO-E and will remain so for the years to come.​

This report highlights the work achieved and the implementation actions already put in place, in addition to our work on grid development, research and innovation, markets and system operations.

ENTSO-E Annual Report 2014

The report highlights the work of ENTSO-E and its member TSOs to turn the Internal Energy Market into reality. It focuses on TSOs’ contribution to security of supply, notably through the system adequacy forecasts but also through ENTSO-E’s main deliverables in the fields of system development planning, market integration, the drafting of network codes as well as regional cooperation of TSOs.

The annual report shows how essential contributions of stakeholders are to ENTSO-E’s work. In 2014, no less than 24 stakeholder workshops and six public consultations were conducted. These numbers will increase in 2015 as ENTSO-E’s is striving for greater stakeholder engagement.

This edition of the Annual Report includes for the first time details of the annual budget for 2014, as well as a comprehensive overview of ENTSO-E’s governance.
