ENTSO-E released the draft TYNDP 2022 implementation Guidelines that specifies in detail how the CBA Guideline is to be implemented in the 2022 edition of the TYNDP. The Guidelines include several improvements consulted with stakeholders on, among other, assessing project’s benefits in terms of improved security of supply, hybrid interconnectors and the interlinkage between the gas and electricity sector.

The TYNDP-specific Implementation Guidelines for the project assessment provide complementary information on the respective ENTSO-E guidelines for the cost-benefit analysis. Starting from the feedback received on the 2020 edition and during the public webinar held in Spring of 2021, ENTSO-E identified key areas for improvement of the methodologies and consulted them with stakeholders in December 2021 - January 2022. Stakeholders were generally supportive of the proposed changes, which include among other:

  • development of a methodology to ensure that the impact of the interlinkage between the gas and electricity sectors is considered when assessing the value of infrastructure projects;

  • development of a methodology for the assessment of projects for hybrid interconnectors, enabling interconnection functions and at the same time facilitating client connections of generation/power infeed technologies.

TYNDP 2022 will assess 141 transmission and 23 storage projects. The outcome of the assessment of projects is expected to be released for public consultation in the draft TYNDP 2022 package in July 2022.
