ENTSO-E is publishing the annual ENTSO-E Market Report 2021 and the biennial ENTSO-E Capacity Calculation and Allocation Report 2021. These publications outline the work achieved by European transmission system operators (TSOs) in implementing the Capacity Allocation and Congestion Management (CACM) Regulation, the Forward Capacity Allocation (FCA) Regulation and the Electricity Balancing (EB) Regulation. European network codes are cornerstones in the completion of the internal energy market. A fully functioning and interconnected internal energy market increases Europe’s competitiveness, integrates more renewables, and maintains electricity security of supply.

The ENTSO-E Market Report 2021 looks at the progress and potential problems in implementing the day-ahead and intraday coupling and forward capacity allocation. ENTSO-E has already issued seven reports monitoring the implementation of the day-ahead and intraday coupling (under CACM Regulation), four on forwarding capacity allocation (covered by the FCA Regulation). For the second time, the report also covers the implementation of the EB Regulation. In addition, this is the first time ENTSO-E Market Report 2021 presents an overview of the TSO’s implementation of the Clean Energy Package’s 70% minimum capacity target.

As for the ENTSO-E Capacity Calculation and Allocation report, 2021 provides an update on the capacity calculation methodologies implementation that the CACM and FCA Regulations prescribe at the eight Capacity Calculation Region (CCR) as determined by the recent ACER decision No 04/2021. Furthermore, this edition also covers those statistical and quality indicators of capacity calculation and allocation processes when available. In addition, this report also covers the launch of the Common Grid Model (CGM) as the major milestone to perform tasks related to cross-zonal capacity (CZC) calculation using standardised data with a common information technology framework.
