ENTSO-E’s proposal of update of the Manual of Procedures (MoP) of its Transparency Platform is open to public consultation until 13 August.

It is necessary to amend the MoP due to the changes proposed by different parties including TSOs to the existing documents. Furthermore, the scope of the MoP has been expanded to include new legally mandated publications. According to COMMISSION REGULATION (EU) No 543/2013, ENTSO-E shall update the MoP when necessary, conduct an open and transparent consultation with stakeholders, and submit a draft to the Agency for the Cooperation of Energy Regulators (ACER) for its opinion. In line with this legal requirement, the MoP is released for public consultation and later to be submitted to ACER.

The consultation concerns only the updated or newly added elements of the MoP. The new release includes amendments to the existing documents and also new documents related to the publication requirements stemming from the System Operation Guideline (COMMISSION REGULATION (EU) 2017/1485) and Balancing Implementation Frameworks. These amendments will impact the current data publications and will generate new data publication requirements on the ENTSO-E Transparency Platform from which the users will benefit.

ENTSO-E invites stakeholders to provide their input on the draft update from 7 July to 13 August. A dedicated workshop will be organised on the consultation for the members of the ENTSO-E Transparency Platform User Group (ETUG) in early August.
