As Europe progresses through the energy transition, increasing renewable generation, electrification of demand and changing power flows are making grid congestion more frequent, variable and complex. Alongside timely grid development, a more efficient use of existing grids will be essential to maintain system security while limiting costs for consumers.
In June 2026, ENTSO-E published its Position Paper on Market Design Options for Congestion Management, setting out a forward-looking view on how market design can contribute to reducing and efficiently managing congestion. The paper considers different options related to spatial granularity in energy markets, locational siting incentives, preventive measures outside wholesale markets and congestion management tools, and explores how these can be combined into coherent policy pathways.
ENTSO-E is pleased to invite stakeholders to a workshop to present the paper and discuss its main conclusions and recommendations with key stakeholders.
The workshop will include keynote contributions from the European Commission and ACER, a presentation of the ENTSO-E paper and two panel discussions. The panels will address the main current and future congestion-management challenges, how to ensure coherent solutions while allowing for necessary national flexibility, and the practical implementation of possible market-design measures.
Representatives from Florence School of Regulation, Joint Research Center, Eurelectric, SmartEn, WindEurope and Energy Storage Europe will contribute to the discussions.
The event will take place at the ENTSO-E premises in Brussels on 20 November 2026, from 09:30 to 12:30. Remote participation is also possible. Please register with the link below to attend
