The implementation of the Electricity Balancing guideline (EBGL) for 2019 requires the TSOs to develop methodologies for the establishment of the Balancing Capacity market.

The intention of this workshop is to present and explain to the stakeholders the content of the following all-TSOs proposals:

  • Article 40 of the EBGL requests to develop a methodology for a co-optimised allocation process of cross-zonal capacity for the exchange of balancing capacity or sharing of reserves.
  • Article 25(2) of the EBGL requests to develop a proposal for a list of standard products for balancing capacity for frequency restoration reserves and replacement reserves.

Both proposals shall be submitted by the end of 2019.

As explained in the previous Cross Zonal Capacity Allocation Stakeholder Workshop on 4 February, two other regional methodologies for the allocation of the cross-zonal capacity for the exchange of balancing capacity or sharing of reserves pursuant to Article 41 and 42 of the EBGL may be developed by the corresponding Capacity Calculation Regions (CCRs). These methodologies will not be discussed in the workshop.
