In the light of the ambitious decarbonization goals set by the European Union in various initiatives such as (EU) Green Deal, Fit for 55 Package and in the present context of the war in Ukraine, several sectors are expected to undergo a massive transformation. Hydrogen is considered a key vector of decarbonization in Europe, especially in hard-to-abate sectors. This will likely lead to the development of significant grid connected P2H2 production capacities over the next two decades and have an important impact on the electricity system as well as on its interaction with the gas grid.

In this context, Research Development and Innovation Committee (RDIC) in cooperation with Market Committee (MC) and System Development Committee (SDC) developed the study “Flexibility from Power-to-Hydrogen (P2H2)”, in support of the milestones identified in the ENTSO-E RDI Roadmap 2020-2030 Flagship 2 “Develop an ecosystem for deep electrification” and Flagship 1 “Optimize Cross Sector Integration”.

The key objective of the Study is to create awareness amongst TSOs and their stakeholders on the extent to which electrolysers (P2H2) could participate in the provision of system services to electricity networks and thus respond to increasing flexibility needs. The study is focusing on the flexibility provided by electrolysers including a technical assessment of their capabilities for the provision of system services, long-term storage, an analysis of demonstration of Power to Hydrogen (P2H2) projects/use cases, an evaluation of the economic viability of grid services from P2H2 and the interaction with suitable market schemes.
