ENTSO-E publishes an Annual Work Programme as required under Regulation 714/2009. The priorities outlined in the Work Programme recognise the European Council’s goal of completing the Internal Electricity Market, and the Three-Year Plan for network code work, jointly developed with the European Commission and the Agency for the Cooperation of Energy Regulators (ACER).
Each year ENTSO-E releases the Work Programme for public consultation. Stakeholder comments received during the Work Program consultation help to improve the programme, as most ENTSO-E activities require successful cooperation with market participants, grid users, and for some topics, with distribution system operators (DSOs).
ENTSO-E Annual Work Programme 2017
The focus of the Work Programme is on the implementation of network codes, enhanced cooperation and co-creation with stakeholders, enhanced transparency, contributions to new EU policy and legislative initiatives, the retail-wholesale interface and TSO-DSO co-operation, and the regional co-operation.
The Annual Work Programme 2017 was put to public consultation in the summer of 2016.
ENTSO-E welcomed responses from stakeholders (i.a. from European Copper Institute and from SEDC though
ENTSO-E's independent Advisory Council that was also consulted on the Annual Work Programme). ENTSO-E has taken stakeholders' comments on board and submitted the Annual Work Programme 2017 to the Agency for the Cooperation of Energy Regulators (ACER) for its reasoned opinion on 6 October 2016. It received a favourable
opinion from ACER on 16 December 2016.
