ENTSO-E Annual Work Programme
ENTSO-E publishes an Annual Work Programme as required under REGULATION (EU) 2019/943 on the internal market for electricity.
The priorities outlined in the Work Programme reflect the legal mandates given to ENTSO-E by REGULATION (EU) 2019/943 as amended by REGULATION (EU) 2024/1747 on the internal market for electricity, REGULATION (EU) 2019/941 on risk-preparedness in the electricity sector, REGULATION (EU) 2022/869 on guidelines for trans-European energy infrastructure, REGULATION (EU) No 543/2013 on the submission and publication of data in electricity markets (Transparency Regulation), Commission Regulation (EU) No 838/2010 of 23 September 2010 on guidelines relating to the inter-transmission system operator compensation mechanism.
In 2025, ENTSO-E delivered a comprehensive set of legally mandated activities that reinforces its role in supporting the secure and efficient operation of Europe’s power system. In total, 96.3% of projected deliveries under the AWP 2025 were successfully completed.
Building on 2025 accomplishments, the ENTSO-E Annual Work Programme 2026 reinforces the Association’s core mission of enabling a robust and interconnected grid. It includes legally mandated tasks under EU law, pan-European and regional TSO activities, the Association’s strategic priorities, and preparatory work for future legislation, such as the upcoming European Grids Package. Key areas of focus include the submission of TYNDP 2026, continued work on ERAA and the Seasonal Outlooks, further implementation of the Network Code on Cybersecurity and the European Awareness System (EAS), as well as advancing market design reform for onshore and offshore systems. Deepening regional integration in South-Eastern and Eastern Europe and promoting innovation across all workstreams remain central on the AWP 2026 edition.
Each year ENTSO-E releases the Work Programme for public consultation. Stakeholder comments received during the Work Program consultation help to improve the programme, as most ENTSO-E activities require successful cooperation with market participants, grid users, and for some topics, with distribution system operators.
Annual Work Programme 2026

This year, ENTSO-E ran a public pre-consultation phase of the list of deliverables of the Annual Work Programme 2025 from 6 May 2025 to 20 May 2025, as part of its strategy to increase transparency in the adoption processes.
ENTSO-E, compliant with Article 31 of the Regulation (EU) 2019/943, submitted the Annual Work Programme for 2025 to a public consultation that ran from 1 July to 1 August 2025. The aim is for stakeholders to submit their comments and express their views in the preparation of the Annual Work Programme. During this year’s Public Consultation, on 4 July 2025 a public webinar was organised with Stakeholders to exchange views on the content and the different aspects of the Programme. Recording and slides are available here.
On 11 December 2025 ACER informed ENTSO-E per letter that they consider that the ENTSO-E Annual Work Programme for 2026 is in line with the requirements of Article 30(4) of the Regulation (EU) 2019/943 and does not intend to issue an opinion on the Annual Work Programme 2026 at this stage.
The Annual Work Programme 2026 was released in its final version on 22 December 2025.
