ENTSO-E has published proposed amendments to the European Resource Adequacy Assessment (ERAA) methodology and submitted them to the European Union Agency for the Cooperation of Energy Regulators (ACER) for approval. These amendments are a key step to ensure that ERAA remains a robust, transparent, and fit-for-purpose framework supporting secure and efficient electricity supply across Europe.
On 3 March 2025, the European Commission issued its report “Assessment of possibilities for streamlining and simplifying the process of applying a capacity mechanism” (COM(2025) 65 final). Following this, on 16 April 2025, ACER formally requested ENTSO-E to propose amendments to the ERAA methodology. In accordance with Article 27(4) of the Electricity Regulation (Regulation 2019/943), ACER is mandated to approve or amend ENTSO-E’s proposal within three months of submission.
The proposed amendments integrate lessons learned from previous ERAA studies as well as provisions related to the European Commission’s report on capacity mechanism streamlining. They aim to reinforce the methodological soundness of the ERAA, facilitate its implementation, and ensure closer alignment with European and national policy objectives. The revised methodology strives to balance a pan-European perspective with a proportionate application at national level, thereby strengthening the ERAA’s role in supporting Member States’ decisions on capacity mechanisms and on the adequacy of Europe’s power system.
ENTSO-E continues its close engagement with the ACER and the European Commission to ensure the delivery of a robust and effective ERAA. ENTSO-E also thanks all other stakeholders who gave valuable recommendations in various consultations, and remains committed for further transparency, constructive engagement and buy-in with all stakeholders concerning the technical approach and the operational development of the ERAA.
