The draft amended Network Code on Requirements for Generators (NC RfG 2.0) introduces non-exhaustive Grid Forming (GFM) requirements for non-synchronous power generation and electricity storage modules. These requirements are a key step in ensuring the stability and resilience of Europe’s future power system, increasingly dominated by renewable and storage technologies. 

Building on this draft code, ENTSO-E published in May 2024 an interim technical report on exhaustive GFM requirements (Phase I Report). To further refine the technical framework and collect expert feedback, ENTSO-E established in June 2024 the Technical Group on Grid Forming Capability (TG GFC), gathering key European stakeholders from across the power sector. 

Following extensive discussions within the TG GFC, ENTSO-E now publishes the Phase II Report, a consolidated version endorsed by all participating stakeholders. This non-binding document provides technical guidance on GFM requirements under the draft NC RfG 2.0 and will serve as a basis for the future Implementation Guidance Document (IGD) on Grid Forming capability. 

The GFM requirements outlined in NC RfG 2.0 are deemed essential to operate a stable and secure European grid with an increasing share of non-synchronous generation and storage.
