ENTSO-E invites stakeholders to submit transmission or storage infrastructure projects currently in the ideation phase for potential inclusion in the Ten-Year Network Development Plan (TYNDP) 2026. The second submission window is now open, and promoters have until 15 October 2025 noon (CET) to submit their projects. Inclusion in the TYNDP is a prerequisite for transmission and storage projects to apply to obtain the status of European Projects of Common Interest (PCI) or Project of Mutual Interest (PMI).

To whom is the second submission window important?

The second submission window is designed to give more time for projects in the ideation phase, allowing them to submit later than during the main TYNDP submission window which took place from 23 April to 26 May 2025.

Solely projects in a non-mature phase of development will be considered; their status must be “under consideration”, and they must not have been submitted in any previous TYNDP cycle. Additionally, their expected commissioning year should be after the end of 2035.

New promoters can contact tyndp@entsoe.eu to receive access credentials. Project promoters who have already submitted a project in previous TYNDP editions may use the same credentials. If you have no longer access to your credentials, please contact tyndp@entsoe.eu.

What are the next steps in the process?

Second-window applicant projects will go through administrative and technical checks in November of 2025. Over the course of 2026, the projects will have their benefits assessed through a focused cost-benefit analysis and promoters will be involved in the preparation of the project sheets.

The TYNDP 2026 draft project portfolio from the first submission window will be published in September 2025.
