The Electricity Regulation (Regulation (EU) 2019/943 recast) mandates ENTSO-E to carry out the European Resource Adequacy Assessment (ERAA). The “Methodology for the European Resource Adequacy Assessment” (the ERAA methodology) adopted by ACER in 2020 sets the requirements for ENTSO-E to perform the ERAA, and also serves as the basis of National Resource Adequacy Assessments (NRAAs) which should be based on the ERAA methodology.
As a response to the energy crisis of 2021-2022, the Electricity Market Design Reform (EMDR) introduced targeted updates to the Electricity Regulation and the Electricity Directive in July 2024. It included an important review of the regulatory framework around resource adequacy, and in particular recognized capacity mechanisms (CMs) as more structural elements of the European electricity market. Among other measures, the amended Electricity Regulation required the European Commission to adopt a report assessing the possibilities of streamlining and simplifying the process of applying a CM, which was published in March 2025. The Commission report highlighted that in addition to the complexity of the CM approval process, some Member States had been critical about the complexity of the ERAA methodology. To address these concerns, the Commission requested ACER to update and streamline the ERAA methodology in a number of areas to ensure the framework’s robustness, ease its implementation by stakeholders, and reflect on the lessons learned from case practice. Accordingly, ACER requested ENTSO-E to provide amendments to the ERAA methodology on 16 April 2025.
Taking into account the lessons learned in performing four editions of the ERAA and the Commission’s recommendations reflected in ACER’s request, ENTSO-E is proposing several amendments to the ERAA methodology.

What happens next
ENTSO-E will review the input received during the public consultation and amend the draft methodology accordingly, before submitting to ACER for approval or amendment by 16 October 2025.
