ENTSO-E and ENTSOG invite all interested stakeholders to take part in the public consultation on the Draft 2026 TYNDP Scenarios input data and methodologies. Taking place within the framework of the 2026 TYNDP Scenarios development cycle, the public consultation aims at gathering feedback from key stakeholders to further strengthen the development and later implementation of the upcoming TYNDP Scenarios as required by Article 12 of (EU) 2022/869. The public consultation plays a crucial role in achieving a meaningful exchange of findings, continuation of building the right forecasts for Europe’s energy and climate ambitions from today over 2030, 2040 up until 2050. The consultation will close on 14 July 2025.
In addition to the consultation, ENTSOG and ENTSO-E will hold a public workshop on 4 July 2025. This public workshop will include a dedicated session for the draft economic variants methodology to thoroughly determine the first-time economic variants methodology. Details on what will be consulted:
To provide more information on the data and methodologies in relation to the Scenarios building and offer stakeholders the opportunity to ask questions and exchange findings, the consultation will include a draft package of data sets, methodologies, parameters and assumptions, complemented by additional documents for information.

- ETM Dashboards illustrating energy demand breakdowns by carrier and sector
- ETM Links including country and sector specific energy demand inputs
- SMR and pyrolysis capacities
- PEMMDB 2.5. illustrating electricity generation and flexibility capacities
- Additional Data Collection supplementary supply and demand datasets
2.Draft Supply assumptions:
- Commodity Prices
- H2 and ammonia import potentials
- Import prices for synthetic fuels
- Technology costs
3.Draft Market Modelling methodologies – including relevant assumptions
4.Draft Target Compliance and Gap filling methodologies
5.Draft carbon budget methodology
6.Draft Scenarios Grid methodology
7.Draft Scenario weather year selection methodology
8.Scenarios Innovation Roadmap

Who can Participate: The consultation intends to convene key stakeholders from across the European Union—including representatives from industry, NGOs, grid operators, regional and local authorities, and policymakers— while ensuring a balanced representation and incorporating diverse perspectives from all parts of the EU.
What are the Next steps: ENTSO-E and ENTSOG will consider the feedback received during the consultation when building TYNDP 2026 scenarios, which are expected to be published in draft form in Q1 2026. A summary of the public consultation feedback, and how it was considered, will be published.
