In line with Commission Regulation (EC) 2022/869, the draft Cost-Benefit Analysis (CBA) methodology 4.0 has been submitted to ACER and the European Commission on 24 April 2023.

In the Ten-Year Network Development Plan (TYNDP), the CBA methodology serves to evaluate the benefits and costs of electricity transmission and storage projects from a pan-European perspective. As such, it provides important input for the selection process of European Projects of Common Interest. The main objective of the CBA methodology is to provide a common and uniform basis for the assessment of projects regarding their value for European society.

Involvement of stakeholders in developing the CBA 4.0

The draft CBA 4.0 was submitted to a formal public consultation process from 16 December 2022 until 15 February 2023. On 17 January 2023, a public workshop took place in Brussels with over 100 participants where ENTSO-E presented the main changes compared to the previous edition of the Guidelines and stakeholders shared their views.

ENTSO-E welcomes the engagement with stakeholders and in particular the recommendations provided by the European Scientific Advisory Board on Climate Change. These engagements have enriched the CBA Guidelines and overall confirmed that the adaptations made by ENTSO-E in CBA 4.0 are in line with stakeholder expectations.

Next steps

Following the three months period during which ACER will review the Guideline, ENTSO-E will have three additional months to make amendments based on the feedback received before the final submission to the European Commission for approval.
