Several countries see the emergence of digital platforms that are facilitating or coordinating the trade, dispatch and/or settlement of energy or system services between TSOs, DSOs and Distributed Energy Resources (DERs). Also called ‘local flexibility platforms’, their primary focus is to resolve constraints on the transmission and distribution networks or help with the balancing of the electricity system.

In this ‘’Review of Flexibility Platforms’’ ENTSO-E and Frontier Economics have investigated eight platforms which cover a broad range of governance, functional and design characteristics. The report explains the specificities of their use cases but also identifies common trends and challenges that impede their development.
