About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and 8 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply, completing the largest and most competitive electricity market in the world as well as successfully integrating large volumes of renewable energy into the system.

ENTSO-E applies a project-based way of working. This covers the business case, well-defined scope and deliverables, clear roles for decision making and controlling responsibilities and plans for resources, quality and risk management.

The scope and diversity of ENTSO-E’s work has grown rapidly and is expected to grow further with current energy policy discussions.

General position description

The successful candidate will work at the ENTSO-E Secretariat in Brussels, report directly to the Manager of the Network Code Implementation Program, in the Secretariat’s Operations section which has 11 permanent staff and is supported by experts from Member TSOs and contractors as needed for specific projects. He/she will also cooperate and work collaboratively with Secretariat staff across all departments in the Secretariat’s program management structure. Travel will be required.

The role will involve the management and delivery of initiatives for the NC Implementation program, supporting tasks of the Steering Group Operational Framework under the System Operations Committee (SOC) and leading projects in the system operation business. Project management of multiple interlinked projects will be a key part of the role.

He/she will work closely alongside other advisors and coordinate the work with the advisors who are responsible for individual projects. The role is to influence and guide Network Code Implementation with a system operation focus at the European level.

Specific responsibilities and tasks

The role is a key person for the Network Code Implementation Program of ENTSO-E providing Stakeholder Engagement and leadership internally and externally including representations in meetings, developing position papers, implementation projects under network codes, and supporting key groups under several ENTSO-E bodies and groups.

Specific responsibilities may change over time; however the current tasks include:

  • Network code implementation planning and coordination, especially for Europe-wide, synchronous area-wide and certain other regional implementations of requirements in the operational, markets and connection network codes.

  • Lead and support internal and external Network Code implementation and SOC groups including providing support for working groups related to coordination of system operation.

  • The network code implementation work includes not only cooperation with the TSOs, but also interactions with National Regulatory Authorities and their agency ACER, with the European Commission, at times with Members of the European Parliament, and with other stakeholders, for example in informal and formal contacts regarding network code adoption.

  • Support for Steering groups, working groups and projects related to the Network Code implementation, System operation guideline and transparency in system operation.

  • Lead and support specific projects as required under NC Implementation related to system operational topics including frequency quality, system dynamics, system protection, network modelling and other system technical aspects.

  • Working closely with the supporting sections in Secretariat such as Legal, Finance, HR and Communication and Strategy, supporting effective collaboration and where relevant, identifying possible efficiency improvements.

  • Interactions with all Committees and LRG, Board, Assembly, with TSO members, with ACER, with the European Commission, at times with Members of the European Parliament, and with other stakeholders.

  • Contribute to the preparation of the Committees, Board and Assembly meetings, incl. preparing agendas, session files, presentations, decisions and draft minutes, tracking actions and following up to close-out actions

  • Working transversely and collaboratively with the managing directors, managers, experts and specialists providing guidance and direction where needed.

  • Support wider initiatives aimed at improving Association and Secretariat for the benefit of Member TSOs and Staff.

Profile

  • University degree with expert knowledge of power systems, regulated markets or economics with relevant experience post qualification.

  • Excellent communication, negotiation and influencing skills and experience in facilitating consensus and building relationships with members, stakeholders and regulators.

  • Excellent writing and presentation skills in English and proven experience in writing policy/position papers.

  • Proven expertise in the project management of multiple projects.

  • Strong organisation and coordination skills working across multiple groups and disciplines

  • Relevant work experience in TSO business with proven expertise in the energy sector, preferably in TSO system operations issues.

  • travel will be required on an Europe-wide basis.
