On 3 March 2025, the European Commission issued its report “Assessment of possibilities for streamlining and simplifying the process of applying a capacity mechanism” (COM(2025) 65 final).
Following this, on 16 April 2025, ACER formally requested ENTSO-E to propose amendments to the ERAA methodology. ENTSO-E submitted the proposal to ACER on 6 November 2025 and then published it on its website on 17 November 2025, together with the outcome of the public consultation run over the summer. In accordance with Article 27(4) of the Electricity Regulation (Regulation 2019/943), ACER is mandated to approve or amend ENTSO-E’s proposal within three months after submission.
The proposed amendments integrate lessons learned from previous ERAA studies as well as provisions related to the European Commission’s report on streamlining capacity mechanisms. They aim to reinforce the methodological soundness of the ERAA, facilitate its implementation, and ensure closer alignment with European and national policy objectives. The revised methodology strives to balance a pan-European perspective with a proportionate application at national level, thereby strengthening the ERAA’s role in supporting Member States’ decisions on capacity mechanisms and on the adequacy of Europe’s power system.
