The Clean energy for all Europeans Package – and in particular Regulation (EU) 2019/943 on the internal market for electricity, – placed resource adequacy in a central position in the European energy policy context. As required by Article 23 of the Electricity Regulation, ENTSO-E has developed a methodology for the European Resource Adequacy Assessment (ERAA) which was approved by ACER in October 2020, and which has been the basis for the development of the ERAA editions. The ERAA implementation has demonstrated significant improvements in each of the past editions. The current ERAA 2025 edition features new methodological refinements to enhance further the product quality. 

Meanwhile, taking into account the lessons learned in performing four editions of the ERAA and the European Commission’s recommendations reflected in an ACER’s request, ENTSO-E is proposing amendments to the ERAA Methodology.
