TERRE is the TSOs’ project to implement the Replacement Reserves Platform (RR Platform), enabling the exchange and optimised activation of a standard product for balancing energy as defined in the Replacement Reserve Implementation Framework (RRIF) approved by the relevant regulatory authorities on 14 December 2018. The platform serves the EU Target Model for the integration of the balancing markets.

Today, 6 TERRE members (REE, REN, RTE, Swissgrid and TERNA in Region 1, as well as CEPS in Region 2) are connected to the platform and, as such, are effectively enabling RR cross-border exchanges between countries in Region 1.

The TERRE project, in collaboration with ENTSO-E, organised an online stakeholder workshop on 16 March 2021, to the aim of clarifying the RR process and the detailed design of the Activation Optimisation Function (AOF). The workshop was the occasion to remind the key aspects of the Implementation Framework and provide technical understanding on the optimisation of the activation of the RR balancing energy bids to meet the demand of the TSOs participating in the RR platform under cross-zonal capacities constraints.

This public workshop followed up on previous stakeholder workshops (30 November – 1 December 2017, 19 March 2018, 20-21 June 2018, 16 October 2018, and 26 June 2019) and previous public consultations.
