ENTSO-E is developing a proposal for the Use of Congestion Income methodology in accordance with Article 19(4) of the Regulation (EU) 2019/943 of the European Parliament and of the Council of 5 June 2019 on the internal market for electricity (recast). The final version of this proposal will have to be submitted to ACER by 5 July 2020.

ENTSO-E launched a public consultation for a six-week period on this draft proposal on 20 March, in line with the request mentioned in Article 19(4) to consult regulatory authorities and relevant stakeholders. The public consultation will end on Friday 1st May.

Within the frame of this public consultation, ENTSO-E organized a webinar on 15 April to present the proposal and discuss it with stakeholders. The planned physical workshop was cancelled as the Belgian authorities have extended the current restrictions on public gathering until Sunday 19 April.
