Former Associations

ENTSO-E is proud to continue the long history of successful TSO coordination work by 6 predecessor associations. The different committees, working groups and, task forces have transferred their work into the current ENTSO-E structure where the well-established work will continue, and also be enhanced through ENTSO-E’s pan-European perspective.

The data and documents of the ENTSO-E predecessor associations have been integrated into the ENTSO-E website. Below we list the main resources of their websites and where to find them on the ENTSO-E Website.

Association of the Transmission System Operators of Ireland (ATSOI)

​The Association of the Transmission System Operators of Ireland was established in June 1999 for the coordinated activities between EirGrid and System Operator Norther Ireland (SONI).

On 1 July 2009 ATSOI was wound up. All operational tasks were transferred to ENTSO-E.

Baltic Transmission System Operators (BALTSO)

BALTSO was founded on March 30, 2006 and was the cooperation organization of Estonian, Latvian and Lithuanian Transmission System Operators.

Its objectives were:

  • Initiation, development and implementation of conditions necessary for reliable operation and interconnection of the electrical energy systems of Estonia, Latvia and Lithuania;
  • Maintenance of means in the area of development of the Baltic transmission system;
  • Initiation, development and implementation of conditions necessary for coordinated and safe operation of the electric energy markets of Estonia, Latvia and Lithuania;
  • Promotion and implementation of cooperation between the Organization and its Members, on one hand, and energy companies of non-Member countries, on the other hand;
  • Arrangement of public relations activities related to the Baltic energy system and electricity markets;
  • Initiation, maintenance and development of relations with other relevant organizations and institutions in the Baltic States, in Europe and in the rest of the world.

On 1 July 2009 BALTSO was wound up. All operational tasks were transferred to ENTSO-E.

European Transmission System Operators (ETSO)

Upon the emergence of the Internal Electricity Market (IEM) in the European Union, the leaders of ATSOI, UKTSOA, Nordel and UCTE recognised the need for an EU-wide harmonisation of network access and conditions for usage, especially for cross-border electricity trade .

In 1999, ETSO was created as an association with the four above-mentioned associations as founding members. However, on 29 June 2001 ETSO became an International Association with direct membership of 32 independent TSO companies from the 15 countries of the European Union plus Norway and Switzerland. Before its activities were transferred to ENTSO-E, ETSO represented 40 Transmission System Operator member companies. ETSO pursued scientific aims on a non-profit basis and had the following objectives:

  • The study and development of common principles regarding the harmonisation and establishment of rules in order to enhance network operation and maintain transmission system security;
  • Facilitate the internal European market for electricity;
  • The communication and co-operation with organizations and institutions having similar objects;
  • The investigation and solution of scientific and regulatory issues of common interest to the TSO industry.

On 1 July 2009 ETSO was wound up. All operational tasks were transferred to ENTSO-E.

NORDEL

Nordel was founded in 1963 and was a body for co-operation between the transmission system operators in Denmark, Finland, Iceland, Norway and Sweden, whose objective was to create preconditions for a further development of an effective and harmonised Nordic electricity market. Nordel was also a forum for contacts between the transmission system operators and representatives of the market participants in the same countries.

The purpose of Nordel was to issue advice and recommendations promoting an efficient electric power system in the Nordic region, taking into account the conditions prevailing in each country. Nordel contributed to international co-operation and information exchange pertaining to the electric power system and the electricity market.

On 1 July 2009 Nordel was wound up. All operational tasks were transferred to ENTSO-E.

Union for the Coordination of the Transmission of Electricity (UCTE)

The Union for the Co-ordination of Transmission of Electricity coordinated the operation and development of the electricity transmission grid for the Continental European synchronously operated transmission grid, thus providing a reliable platform to all participants of the Internal Electricity Market and beyond.

Since 1951, the Union for the Coordination of Production and Transmission of Electricity (UCPTE) had coordinated synchronous operations through meetings of experts and managers from at first a small number of interconnected companies at the interface of Switzerland, France and Germany, and over various stages from a growing number of companies and countries. The UCPTE’s operational and planning recommendations helped ensure reliable supply of electricity in Continental Europe.

In 1999, UCTE re-defined itself as an association of TSOs in the context of the Internal Energy Market. Building on its experience with recommendations, UCTE turned to make its technical standards more binding through the Operation Handbook and the Multi-Lateral Agreement between its members. These standards became indispensable for the reliable international operation of the high voltage grids which are all working at one “heart beat”: the 50 Hz UCTE frequency related to the nominal balance between generation and the electricity demand of some 500 million people in one of the biggest electrical synchronous interconnections worldwide.

In its final year of existence, UCTE represented 29 transmission system operators of 24 countries in continental Europe.

UCPTE/UCTE The 50 Year Success Story – Evolution of a European Interconnected Grid gives a chronological account on the development of the interconnected electricity grid of Continental Europe and provides facts and figures on the work of UCPTE and UCTE until their transition into ENTSO-E, in July 2009.

In December 2006 we had our customers, who use the online data and statistics, fill out a questionaire about how satisfied they are with the data and information we provide on the website. We compiled the results in a short presentation.
