About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system.

ENTSO-E applies a project-aligned method of working. This covers the business case, well-defined scope and deliverables, clear roles for decision making and controlling responsibilities and plans for resources, quality and risk management.

The scope and diversity of ENTSO-E’s work has grown rapidly, and is expected to grow further with implementation of network codes and the current challenging energy policy discussions.

General position description

Being member of the Finance and HR section, reporting directly to the HR Manager. Working closely with all sections of the association as this is a supporting function. Your main responsibility is to ensure the best employee takes up the position, to foster smooth employee integration and allow continued development, via various initiatives and improvements.

The successful candidate is expected to work on a full time basis at ENTSO-E’s Brussels-based Secretariat.

Specific responsibilities and tasks

  • Manage the full recruitment process: prepare the job descriptions, publish the job openings, screen the CV’s, organise the interviews (agenda management), follow-up with candidates/hiring manager/external agencies (if applicable). Maintain up-to-date recruitment progress report and database;

  • Align training needs with ENTSO-E strategy, projects, competency model and individual needs. Define training policies in terms of eligibility, process and attendance. Select the best partners and organise the training sessions. Define and validate the content with the trainers and internal staff. Analyse and review training plans and feedback and propose improvements. Monitor the budget and report accordingly;

  • Organise and follow up all logistic aspects of trainings organised for the staff members, in the premises or outside (incl. agenda conciliations, room bookings, …);

  • Organise the annual Individual development plan review with the management and analyse the results, for recommendations to manager (collective and individual actions plan) and support change management process within the organisation.;

  • Build a talent database in cooperation with universities and external partners;

  • Organise employee satisfaction survey. Analyse the results and recommend action points to the managers.

  • Organise exit interviews and analyse the results for recommending action points to managers and HR team;

  • Monitor and promote the Human resources intranet pages and ensure that the format and content of all internal HR communications are updated and consistent. Seek all specific initiatives and workflows that can contribute to a better efficiency of all internal HR processes.

  • Collaborate in several projects i.e. (non-exhaustive list and evolving over time), within HR section or in a matrix organisation: lead internal HR Communication, define and maintain recruitment- guidelines aligned with the competency model and strategy, participates in the change management, develop and report development and recruitment KPIs etc.

Profile

  • Bachelor degree

  • Minimum 3 years of experience (preferably in a HR recruitment department of an international firm)

  • First experience in recruitment

  • Experience in training management is an asset

  • Fluency in English, both oral and written

  • Strong team player but capable of independent work to a high standard

  • Driven to make this happens and achieve results

  • Resilient and able to cope with shifting demands

  • Ability to work with Excel and SharePoint

  • Excellent organisational and communication skills

  • The ability to work within a multinational and multicultural professional environment
