About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E is assigned important tasks in EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system.

ENTSO-E applies a project-aligned method of working. This covers the business case, well-defined scope and deliverables, clear roles for decision making and controlling responsibilities and plans for resources, quality and risk management.

The scope and diversity of ENTSO-E’s work has grown rapidly and is expected to grow further with implementation of network codes and the current challenging energy policy discussions.

General position description

The successful candidate will work at ENTSO-E’s Brussels-based Secretariat in the Digital Section. He/she will work as a Transparency Platform Application Lead and in the position, will do many application related tasks in which he/she will have frequent contact with the business and other colleagues. The successful candidate is expected to work on a FULL-TIME basis at ENTSO-E’s Brussels-based Secretariat. Limited travel may be required.

Specific responsibilities and tasks

  • Acts as subject matter expert and accountable for one or more application services;

  • Ensures that SLA for support of data providers and users is maintained in specified limits;

  • Monitor behaviour of the Transparency Platform and analyse correctness on information;

  • Monitor behaviour and operation of Statistical Data Portal, produced reports;

  • Administrate Statistical data portal and Transparency Platform;

  • Provide inputs/prepare monthly maintenance summary reports and present to the internal and external stakeholders;

  • Prepare and distribute minutes to the stake holder meeting’s;

  • Ensures the quality, stability and performance of applications is maintained and improved;

  • Proposes and ensures solutions are compatible and consistent with existing Applications and open and industry standards;

  • Develops and supports Application processes and procedures with respect to Operational Model;

  • Follows up on application security, risk and other incidents when needed;

  • Analyses and translates business/functional requirements into concrete tasks for third-party developers/providers;

  • Assists with the definition and articulation of volumetric and performance requirements;

  • Reviews and approves application changes according to the Change Management policy;

  • Works closely with internal and external IT and business users as well as external third-party providers;

  • Supports and assists the business needs with Demand Management and Planning;

  • Takes care of license and contractual issues related to the applications.

Profile

  • At least 3 years of experience in application development, desirable in the TSO business is advantage;

  • Experience in root cause analysis by analysing application and server logs;

  • Experience in preparation, review of functional and technical documentation;

  • Experience in of XSD, XML, XSLT/Web Services/Understanding of implementation of WS Security i.e SSL over HTTPS protocol, Digital Signatures and Encryption;

  • Knowledge of SQL or other scripting languages like (PHP, Perl, MS-Office VBA);

  • Some experience of GIS related software such as ArcGIS;

  • Good project management skills: ITIL certified or equivalent experience; Knowledge of Prince2 or PMP is an advantage;

  • Familiar with Enterprise Content Management Systems (CMS) such as Sharepoint;

  • Preferred experience in API, web service solutions;

  • Good understanding of data management and data architecture, i.e DMBOK, TOGAF is a plus;

  • Knowledge and experience in energy sector is a big advantage;

  • Advanced oral and written communication skills. Business fluent in English mandatory (oral and written);

  • Very good analytical capabilities, fast resolution of issues;

  • Organizational skills, a deep commitment to end-user’s satisfaction and experience in driving process improvement;
