About ENTSO-E

ENTSO-E is the European Network of Transmission System Operators for Electricity. ENTSO-E coordinates the cross-border system operations, system development and electricity market activities of the 43 electricity transmission system operators (TSOs) which cover 36 countries. ENTSO-E is assigned important tasks by the EU legislation, including the development of Europe-wide electricity network development plans, and of more than 10 network codes which themselves become binding European laws.

The ENTSO-E Secretariat in Brussels is the focal point for technical, market and policy questions for all European TSOs in their cooperation with each other, in their joint fulfillment of their legal mandates, and in the intensive interactions with European Commission, regulatory agencies, associations representing network users and other stakeholders. The role of the TSOs and their cooperation in ENTSO-E is crucial to ensuring security of supply; completing the largest and most competitive electricity market in the world; and successfully integrating large volumes of renewable energy into the system. The scope and diversity of ENTSO-E’s work has grown rapidly, and is expected to grow further with implementation of network codes and the current challenging energy policy discussions.

General position description

The successful applicant will work in the Legal Section of the ENTSO-E Secretariat which is led by ENTSO-E General Counsel. The Legal Section in conjunction with the Legal and Regulatory Group (composed of lawyers from each TSO) provides legal support and expertise to ENTSO-E’s activities organised across four Committees (System Development, System Operations, Market and Research, Development & Innovation).

The successful candidate is expected to work on a full-time basis at ENTSO-E’s Brussels-based Secretariat. Limited travel may be required.

Specific responsibilities and tasks

The following functions are foreseen initially:

  • Under the guidance of the team lead, providing legal support in the drafting and the negotiation of multi-party agreements, bi-lateral agreements or memorandum of understandings in the context of ENTSO-E deliverables, this would include cooperation agreements, agreements on exchange of information, service level agreement, Information & technology contracts, consulting agreements, memorandum of understandings, etc.

  • Under the guidance of the team lead, providing legal advice on association law matters (decision-making, governance, as foreseen in the by-laws of the Association) and on the implementation and monitoring of the network codes and guidelines foreseen by Regulation (EC) 714/2009 and on issues related to the Europe-wide electricity network development plan;

  • Conducting legal researches on an ad-hoc basis, amongst others in the following areas: energy law, EU institutional law, EU external relations, competition law, contract law, information and technology law, and organising the consolidation of these researches; and

  • Under the guidance of the team lead, providing legal support to the Legal and Regulatory Group and its subgroups;

The above tasks includes:

  • Project management;

  • Transversal involvement with all Secretariat sections;

  • Collaborate in several projects within the Legal Section or in a matrix organisation; and

  • Establishing a trustful a solid cooperation with the members of the Legal and Regulatory Group

The particular responsibilities slightly change over time.

Profile

  • University degree in Law with specialization on European Law, including preferably specialization in Energy Law.

  • Excellent writing and presentation skills in English.

  • Proven ability to plan and organise, to manage multiple projects, and to establish priorities.

  • Team player, with result and solution orientated attitude, ability to work autonomously.

  • Legal curiosity, innovative thinking and interest in technical matters.

  • 1 to 2 years of relevant work experience (preferably in the TSO business or electric utilities or in a law firm) is a plus but we will also consider applicant with no previous employment work experience.
